- Accountabilities: The Program Senior Manager – State & Local Health is responsible for leading program execution, managing complex healthcare technology initiatives, and ensuring successful delivery across multiple teams and stakeholders. This role combines program leadership, customer engagement, operational oversight, and strategic planning to support state health programs. Manage complex IT and healthcare operations programs, ensuring delivery aligns with customer objectives, contractual commitments, timelines, and quality standards. Lead and support large cross-functional teams responsible for program execution, technology delivery, and operational performance. Build and maintain strong relationships with state customers, government stakeholders, vendors, subcontractors, and internal teams. Coordinate activities across system design, development, implementation, operations, maintenance, and certification phases. Support change management activities and ensure effective communication across technical and business stakeholders. Translate complex technical, operational, and policy requirements into actionable guidance for teams and leadership. Oversee program risks, issues, dependencies, milestones, and decision tracking to ensure successful outcomes. Monitor performance metrics, deliverable quality, compliance requirements, and certification readiness. Support Medicaid Management Information System (MMIS) initiatives and healthcare technology programs. Guide continuous improvement efforts by identifying process enhancements, operational efficiencies, and risk reduction opportunities. Prepare and deliver program updates, documentation, reports, and presentations for leadership, customers, and regulatory stakeholders. Support contract activities including proposals, statements of work, budgets, negotiations, and performance discussions. Requirements: The ideal candidate brings extensive program management experience within healthcare technology, Medicaid, or government health programs. This role requires strong leadership capabilities, customer focus, and the ability to manage complex initiatives involving multiple stakeholders and delivery teams. Bachelor’s degree in a related field, or equivalent combination of education and relevant experience. 5+ years of experience managing complex IT and/or operations contracts within Medicaid, healthcare, or related industries. 5+ years of experience managing professional teams and leading large-scale program activities. Experience supporting state health programs, healthcare agencies, or government healthcare contractors. Strong understanding of Medicaid programs, healthcare technology solutions, MMIS environments, and operational processes. Experience managing large software development, implementation, or modernization initiatives. Ability to manage complex organizations while maintaining focus on customer success and operational excellence. Strong communication, collaboration, and stakeholder management skills. Proven ability to translate technical concepts into clear business recommendations and actionable plans. Experience with provider operations, claims processing, provider enrollment, or healthcare administration is preferred. Experience managing programs with significant budgets or large-scale technology implementations is preferred. PMP certification and/or master’s degree are preferred. Ability to travel approximately 10–20% as required. Benefits: Competitive salary range of $129,813 - $172,500 USD, depending on experience, location, skills, and contractual requirements.
