  • This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Organizational Change Management (OCM) Senior Consultant based in United States. The Organizational Change Management (OCM) Senior Consultant will support major Medicaid technology and organizational transformation initiatives, with an initial focus on a Puerto Rico Medicaid Enterprise System (MES) program. This role combines organizational change expertise, project management, and healthcare technology knowledge to help public-sector organizations successfully adopt new systems, processes, and ways of working. You will serve as a trusted advisor to state Medicaid agency stakeholders, project teams, vendors, and other partners. The position offers opportunities to lead OCM activities, develop strategic deliverables, facilitate stakeholder engagement, and support complex transformation programs. You will work in a collaborative consulting environment where adaptability, communication, and relationship-building are essential. Approximately 25% travel to client sites may be required as projects evolve.
  • Accountabilities Provide organizational change management services to State Medicaid Agency (SMA) clients as they transform their organizations in alignment with Medicaid Enterprise System strategies. Support project leadership in managing OCM activities, deliverables, timelines, resources, and project priorities. Develop OCM plans, surveys, assessments, communications, and other project artifacts that support successful organizational adoption. Build and maintain strong relationships with client stakeholders, project teams, vendors, and other key partners. Monitor and report on project status, progress, budgets, schedules, quality, risks, and resource requirements. Facilitate internal project meetings as well as meetings involving clients, vendors, and broader project teams to achieve project objectives. Assist with the development, review, presentation, and implementation of project deliverables. Identify, document, track, and escalate project actions, issues, risks, and decisions to appropriate leadership and stakeholders. Provide clear, consistent, and timely communication to clients, team members, vendors, and other project stakeholders. Mentor and support the professional development of project team members while contributing to a collaborative and high-performing consulting environment. Help identify and implement OCM strategies that enable successful adoption of new Medicaid systems, processes, and organizational practices. Requirements Bachelor’s degree in a relevant field; an additional four years of related professional experience may substitute for the degree requirement. At least 5 years of experience implementing organizational change management practices for system implementation projects using an established change management framework. At least 3 years of experience serving in an OCM Lead or SME capacity supporting a State Medicaid Agency or a large healthcare provider organization of comparable complexity and scale. Experience with State HHS IT, Medicaid technology programs, Medicaid Management Information Systems (MMIS), or related healthcare technology implementations is strongly preferred. Demonstrated project management experience, including coordinating deliverables, schedules, stakeholders, risks, and resources. Strong understanding of organizational change principles and the ability to translate them into practical strategies for complex technology transformations. Prosci® certification is strongly preferred. Excellent facilitation and presentation skills, with the ability to communicate complex concepts clearly to technical and non-technical stakeholders. Strong interpersonal and stakeholder management skills, with the ability to establish productive relationships across diverse teams and organizational levels. Proven ability to manage multiple assignments, prioritize competing demands, and deliver high-quality work within deadlines. Ability to remain effective and adaptable in ambiguous, evolving, and complex project environments. Strong written and verbal English communication skills. Proficiency with Microsoft applications and common business productivity tools. Spanish fluency is a plus, particularly for supporting stakeholders in Puerto Rico. Willingness to travel approximately 25% to client sites as project needs require. Ability to work remotely or from designated office locations in the United States, depending on preference and business requirements.
