Job Description
An established infrastructure consulting firm is seeking an experienced Bid Manager to lead high-value tenders across donor-funded, government, and private sector projects. This role works closely with technical specialists and senior leadership to deliver compliant, compelling proposals across diverse jurisdictions, supporting strategic growth across the region.
- Lead end-to-end management of bids, EOIs, RFPs, RFQs, and unsolicited proposals across multiple jurisdictions and funding environments.
- Manage technical and financial components of tenders, including donor-funded projects and multi-lot budgets disaggregated by deliverable, personnel, and workstream.
- Oversee both donor-style submissions and general government/private RFTs, with a clear understanding of differing formatting, financial modelling, and compliance requirements.
- Manage tender pipelines and maintain healthy opportunity pipelines through proactive planning, deadline tracking, and submission forecasting.
- Coordinate multidisciplinary teams (architects, engineers, quantity surveyors, and planners) to gather inputs, validate scope, and prepare compliant submissions.
- Coordinate internal kick-off meetings, facilitate bid reviews, and ensure submissions align with strategic business goals.
- Liaise with internal reviewers and leadership for feedback, sign-off, and submission readiness.
- Support pre-positioning and client engagement efforts with Business Development and Technical Directors.
- Review tender documentation to extract key requirements, timelines, and evaluation criteria; summarise for internal stakeholders.
- Uphold quality assurance and continuous improvement of bid processes, working toward the professionalisation of the bid function.
- Develop and maintain a library of CVs, project profiles, templates, and proposal content for rapid reuse and consistency.
- Create visually compelling documents using Adobe InDesign for formal proposals and Microsoft Word for smaller or informal submissions.
- Other role-specific duties as they arise.
- Qualifications in Engineering, Architecture, Quantity Surveying, Business, or related disciplines are preferred.
- Minimum 5 years of experience in bid management, tender coordination, or proposals roles within the engineering, construction, architecture, or infrastructure consulting industry.
- Strong technical foundation in civil engineering, architecture, or quantity surveying is highly advantageous.
- Deep familiarity with donor-funded tendering processes, including technical/financial split formats and multi-lot structures.
- High proficiency in Adobe InDesign (large-format proposals), Microsoft Office Suite, and strong document formatting and version control skills.
- Strong ability to work with highly specialised, time-poor technical experts, supported by excellent interpersonal skills.
- Confident project management approach, able to coordinate multiple moving parts, resolve delays, and guide inputs across complex infrastructure bids.
- Strong writing, editing, and synthesis skills with a focus on clear, compelling, and compliant content.
- Professional acumen to interact with Directors and seek guidance or escalation when required.
- Highly organised, deadline-oriented, and capable of managing multiple large submissions concurrently.
- Understanding of key bid evaluation criteria, particularly methodology development, proposed personnel, and organisational experience.
